Dependency update PRs from Renovate (branch prefix 'renovate/') don't need changelog entries. GitHub treats a skipped required check as passing, so these PRs can now auto-merge without a manual empty changeset.

Updates the Changeset-required workflow so Renovate dependency update PRs can bypass the “changeset present” requirement (allowing auto-merge) while keeping the check for normal PRs.
